Their focus is on creating and maintaining source code to implement the interfaces. They may want/need to perform some evaluation of the usability or accessibility of their products, but they don't have deep knowledge of the existing guidelines or how to check for them.
Context of use:
They will perform the evaluations after the development of the interfaces, ideally during an early stage, but they won't spend much time on them.
Special needs:
The system should avoid jargon and have a clear interface so as to guide the developers through the evaluations, maybe using a wizard-like system.
